EU Energy Performance in Buildings Directive (EPBD)

 

From this EU Directive there have been two key initiatives introduced:

 

ENERGY PERFORMANCE CERTIFICATES (EPC’s);

DISPLAY ENERGY CERTIFICATES (DEC’s) and;

AIR CONDITIONING SYSTEM INSPECTIONS (CRC)

ENERGY PERFORMANCE CERTIFICATES (EPC’s)

Article 7 of the EU Energy Performance in Buildings Directive, requires that all commercial property needs to have an Energy Performance Certificate and be graded on a scale from A-G, when the property is marketed for sale or to let. (There are some exceptions). The Government intends to fine landlords who do not comply with this Directive.

 

The EPC has been designed by the Government in conjunction with a variety of bodies to help owner occupiers and tenants make informed decisions about which building they will choose to occupy, based on its energy performance. The Directive indicates that owners of all new buildings are to have this information available and all owners of older buildings that are available for rent or sale.

 

It is hoped that private Landlords will consider their existing stock as it becomes available for marketing to a third party and seek to improve its environmental impact and efficiencies. It is also hoped that developers of new builds will also consider construction methods and design to ensure their property is as energy efficient as possible.

DISPLAY ENERGY CERTIFICATES (DEC’s)

Under Article 7 of the EU Energy Performance in Buildings Directive, a Display Energy Certificate is required for all public buildings over 1,000sqm from 1st October 2008. They must be displayed in the reception area for any member of the public to see what the rating of the building currently is, within the same A-G scale, as above. Information included in the certificate is the floor area and a full 12 months picture of energy usage. A tool being used by the Government for public bodies to find their energy rating and seek to improve their status. It can lead to a reduction in energy costs, simply by calculating and monitoring with reduction targets in place.

AIR CONDITIONING SYSTEM INSPECTIONS

The EU Energy Performance of Buildings Directive also introduced Air Conditioning System Inspections, as an acknowledgement by the UK Government that a growing number of commercial buildings and an increasing number of homes have air conditioning systems. There is also a widespread acknowledgement that such system’s maybe consuming too much energy. It is hoped that such inspections will lead to advice to help landlords reduce running costs and cut CO2 emissions.

 

The inspection must be carried out every 5 years and by a qualified inspector who has undertaken the necessary training course. The competent person is an ‘Air Conditioning System Energy Assessor’ (ACSEA).

 

By 4th January 2009 all systems over 250kW where required to be inspected – this is applicable to large multi-tenanted buildings.

By 4th January 2011 all systems over 12kW are required to be inspected – this is applicable to smaller premises with approximately 3 air conditioning cassettes.

The trigger for air conditioning inspections is the size (effective rated output) and not the type of building. Therefore, it applies to homes, commercial and public buildings. Landlords will be provided with an assessment of efficiency, a review of their sizing and advice on improvements or replacements and alternative solutions. Landlords who follow the advice will be rewarded with savings in energy consumption.
